PROBLEM TO BE SOLVED: To overcome the problem that a security policy provides a method being set for each user but each phase of an apparatus control protocol is not taken into account. SOLUTION: A security policy A110 is applied to a finding protocol 114 for use in the finding phase of an apparatus control protocol 113, and a security policy B111 is applied to a control protocol 115 for use in the control phase.
