PROBLEM TO BE SOLVED: To provide a method and device for discharging energy from hydrogen atoms (molecules) by providing an energy sink or a means for removing energy resonating with hydrogen energy discharged for stimulating transition, and stimulating electrons so as to mitigate to a lower quantization energy level and smaller radius than the "ground state". SOLUTION: An energy sink and an energy hole are provided by at least one electron transmission between an atom, an ion, a molecule relating species including ion and molecule complex. The energy hole is provided with (t) electron transmission from one or more donor species to one or more receptor species. By this manner, the value obtained by subtracting the sum of ionization energy and/or electron affinity of the electron receptor species from the sum of ionization energy and/or electron affinity of electron donor species is equal to ca. m×27.21eV (m×48.6) for atom (molecule) hydrogen lower than the "ground state" transition.
