An apparatus and a method for generating fresh air are provided to improve the convenience and pleasantness by optionally controlling the ratio of nitrogen to oxygen. A mixing tank(8) mixes nitrogen with oxygen and has a discharge port(9) for discharging the mixed nitrogen and oxygen. An oxygen tank(4) contains oxygen to supply oxygen to the mixing tank. An oxygen control valve(5b) controls oxygen supplied from the oxygen tank. A nitrogen tank(6) contains nitrogen to supply nitrogen to the mixing tank. A nitrogen control valve(7b) controls nitrogen supplied from the nitrogen tank. An operating unit(12) sets up the ratio of nitrogen to oxygen to be mixed in the mixing tank.
