A flow regulating valve integrated with a closed cylinder is provided to cut down manufacturing cost by reducing the number of parts, and to prevent fluid leakage by increasing sealing force of the cylinder. A flow regulating valve(100) is composed of a valve body(110), and an opening pin(120) is inserted to a center of the valve body to regulate flow of fluid charged in a cylinder by operating a lever. The valve body is made of hard synthetic resin compound for sealing the valve, and the upper diameter of the valve body is increased. The lower diameter of the valve body is decreased. Plural annular sills(112,113) are integrally formed in an inner periphery and an outer periphery of the valve body and used as an O-ring for sealing. Plural grooves(116) are formed in upper and lower parts of the valve body by forming a circle around a center.
