A medical rehabilitation and treatment apparatus for stretching paralyzed ankle is provided to easily relax the paralyzed ankle of a patient without any special effort of him/her or other assistant, that is, by supplying a proper force to the ankle just by means of an electrical driving or an easy handle manipulation. The medical rehabilitation and treatment apparatus includes: a motor(108); a rotation plate(107), driven and rotated by the motor(108); a foot support(100); a first connecting member(101), extended from the foot support(100); a connecting rod(103), whose one end is connected to the rotation plate(107) via a first inserted pin(104) in the state that a first bearing is arranged between them(103,107) and whose other end is connected to the end portion of the first connecting member(101) via a second inserted pin(102) in the state that a second bearing is arranged between them(103,101); a pair of second connecting members(110), extended from both right and left side of the foot support(100); a floor support(111); and other connections(109,120).
