A system for talking over a PSTN or a wire/wireless VoIP telephone with a desired person by clicking without downloading a program on the web page is provided to interwork the data based Internet and the circuit based communication network, prepare a ring button on a phone number searching page on the web, and talk over the PSTN or the wire/wireless VoIP telephone with the desired person. A web server program includes a user interface, receives a service request from a user, and transmits phone numbers of the user and a desired person for a telephone call to an open communication system application server. The open communication system application server includes a service logic, receives the requested service and the phone numbers of the user and the desired person for the telephone call, and derives a corresponding service logic.
