An information recording device and an information recording method are provided to record a user environmental state efficiently by automatically detecting intrinsic and extrinsic changes in the user. A bio-information sensor(2) measures bio-information of a user. An environment sensor(3) is used for measuring environmental information around the user. When a change sensor(4) detects changes in the user, a controller(12) actuates at least one of a video camera(5), a still camera(6) and a microphone(7) to record prevailing output values of the respective sensors in a storage(8) along with the images or sound. A controller(12) acquires the user's position and the current time from a position measurer(9) and from a timepiece portion(10), respectively. A display(11) demonstrates the image or the sound recorded by the storage(8), under the control of the controller(12), to permit the user to monitor the image or the sound. A record contents outputting portion(13) responds to a user's command to output the recorded contents in a preset format.
