An apparatus and a method for controlling a permanent magnet synchronous motor controller are provided to enhance performance of the motor by using an adaptive integral binary observer. A motor controller includes a speed controller(20), a current controller(30), a power converter(40), a current detector(50), and a binary observer(60). The speed controller(20) outputs a current instruction to enable a current to follow an instructed value outputted from a speed instructor(10). The current controller(30) outputs a current error between the current instruction and an actual current flowing through a brushless DC motor. The power converter(40) determines a switching pattern corresponding to the current error and supplies a voltage corresponding to the determined pattern to the DC motor. The current detector(50) detects the current flowing through the DC motor. The binary observer(60) estimates the velocity and position of a rotor of the DC motor. The binary observer(60) integrates the current error and includes an integral switching plane for estimating the velocity and position of the rotor.
