A water meter is provided to prevent water leakage of the water meter in the winter season by preventing the water meter from freezing through replacing glass plates with polycarbonate sheets. A water meter includes a case(30). A lower internal case(12) having a wheel shaft(13) and an upper internal case(11) are installed in the case(30). A protrusion(23) of a transparent plastic plate(5) is inserted into a recess(21) of a polycarbonate sheet(3). Glycerine is inputted into a gap formed between a transparent plate(5') of the transparent plastic plate(5) and the polycarbonate sheet(3). A numeral plate gear set(29) is inserted into a gear set(15). The polycarbonate sheet(3) includes a first resin layer, a fiber layer and a second resin layer and has a thickness of about 8-10mm.
