PROBLEM TO BE SOLVED: To provide a grout quality management test device capable of precisely measuring the bleeding rate and volume change ratio of PC grout at low cost. SOLUTION: This quality management test device 1 comprises a cylindrical bag about 0.2 mm thick molded of a polyethylene material, and an upper end cap 3 and a lower end cap 4 provided at the upper end and lower end of the bag 2. The upper end cap 3 includes an upper end fitting hole 31 capable of fitting a PAC steel product 7, and the lower end cap 4 includes a lower end fitting hole 41 for fitting and fixing the PC steel product 7 in a predetermined length. The PC steel product 7 is provided in the bag 2, and the bag 2 is suspended in a state where grout 8 is injected thereto to measure the bleeding rate and volume change ratio of the grout 8. A test device in which the bag 2 is provided in an elastic cylindrical body 5 having a slit 51, and the cylindrical body 6 is fastened to a predetermined inside diameter by a plurality of fastening bands 6 and 6 is also usable.
