PROBLEM TO BE SOLVED: To perform excellent grinding or the like in all respects and provide sufficient mechanical strength, or to provide a fine grinding tool suitable for grinding/polishing work of a fine groove of a die, etc. or a fine part of a pore, etc. by effectively exhibiting characteristics of both of a fiber and an abrasive grain. SOLUTION: The grinding tool is formed by treating a mixture containing an abrasive material and binder under pressure of 0.5 to 1.5 t/cm<SP>2</SP>. In the grinding tool, the abrasive material occupies 60 to 95 volume % of the whole volume, and a matrix composed of the binder occupies 5 to 40 volume % of the whole volume. The grinding tool is cut to a specific dimension of a rectangular section with a molding polishing machine or the like, and in the case of an octagon section, chamfering is performed with a barrel polishing machine or the like.
