PROBLEM TO BE SOLVED: To ensure high control accuracy in a driving motor and an electric motor by correcting a control error due to a meshing error of a gear and the like.

SOLUTION: A second control circuit comprises: a second rotational angle target value determining circuit 44 for calculating a rotational angle target value of the electric motor 26 based on a steering reaction target value from a target value determining circuit 40 and an actual steering angle value of an actual steering angle sensor reflecting a control result of a first control circuit; a second rotation angle control circuit 45 for determining a current target value of the electric motor based on the rotational angle target value outputted from the second rotation angle target value determining circuit and the actual steering angle value of the actual steering angle sensor; and a second current control circuit 46 for outputting a current output stage drive command signal to the motor by calculating the control current to the motor based on the current target value and an actual current detection value of the driving 13.
