PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having high density, no increase in fog with time, excellent carrying property of a film and hardly causing irregular density during heat development, and to provide a method for forming an image. SOLUTION: In the heat developable photosensitive material having an image forming layer containing an organic silver salt, silver halide, binder and reducing agent on a supporting body, the reducing agent is a compound expressed by general formula (1). The ten-point average roughness Rz(E) of the outermost surface in the image forming layer side of the supporting body, and the ten-point average roughness Rz(B) of the outermost surface in the side opposite to the image forming layer with respect to the supporting body satisfy the relation of 0.10≤Rz(E)/Rz(B)≤0.50.
