PROBLEM TO BE SOLVED: To provide a sulfonation treatment method by which sulfonic acid groups can efficiently be added at a relatively low production cost and in relatively good mass productivity, and to provide a sulfonation treatment apparatus. SOLUTION: This sulfonation treatment method is characterized by comprising a process for blowing an inert gas on a substrate A, such as a nonwoven fabric comprising polyolefin-based fibers, through an inert gas-introduction pipe 5 to remove air existing in the substrate A, a process for subjecting the substrate A to a plasma discharge treatment between pre-treating electrodes 6, 7 to activate the substrate A, a process for impregnating the substrate A with sulfur dioxide (SO<SB>2</SB>) gas in a chamber 8 which stores the mixed gas of the sulfur dioxide (SO<SB>2</SB>) with the inert gas, and then a process for subjecting the pre-treated substrate A to a plasma discharge treatment between main treatment electrodes 9, 10 to add the sulfonic acid groups to the substrate A.
