PROBLEM TO BE SOLVED: To prevent the occurrence of wrinkles, distortions, etc., in extremely thin metal foil that is indispensable for the formation of minute circuit boards at the time of forming a metal-clad plate by using the metal foil. SOLUTION: A film carrier has metal foil in which metal foil is formed on a heat-resistant film, a method of manufacturing a metal-clad plate in which the metal foil contained in the film carrier is transferred by using the film carrier, and the metal-clad plate obtained by transferring the metal foil by using the film carrier containing the metal foil.
