PROBLEM TO BE SOLVED: To provide a fixing member, a fixing device, a fixing method, and an image forming apparatus, wherein wear resistance is improved and heat conduction is homogenized in a fixing member such as a fixing roller to prevent electrostatic offset other general offset, peeling of a release layer is prevented, so that image quality is improved. SOLUTION: The fixing member comprising a heat-resistant substrate and a release layer formed on the surface of the heat-resistant substrate is characterized in that: the release layer is made of a mixture of a fluorocarbon resin and a heat-resistant resin having the deflection temperature under load of 1.82 MPa according to ASTM D648 higher than the temperature of the fixing member during fixing; the heat-resistant resin forms a plurality of domains of the resin linked to each other inside the release layer; and the release layer has≥80°contact angle with water.
