PROBLEM TO BE SOLVED: To prevent improvement in assembly properties and a temperature detecting means, or the like from poorly affecting the flow of fluid. SOLUTION: A thermistor (temperature detecting means) 18 and a sheathed heater (electrical heating element) 14 are brought into contact via a heat-sensitive plate 17 outside a fluid heating container 11, thus detecting the temperature of the sheathed heater 14 and performing safety measures, such as fluid temperature control and the prevention of firing with no water inside without blocking the flow of fluid and the assembly properties of a device.
