PROBLEM TO BE SOLVED: To provide an excrement-treating material capable of simply and efficiently treating excrement by laying it on a bed for excrement, excellent in deodorizing property and capable of readily carrying out treatment after using. SOLUTION: Since a highly water-absorbing resin 14b is dispersed into not only the surface of a base material 14, but also in the whole interior of the base material 14, water-absorbing power of the whole material can effectively be utilized and it can be prevented that liquid excrement such as urine is stored on the surface of the excrement treating material 10. Since whole the surface of the base material 14 is covered with a skin layer 16 having a porous structure composed of a remoistening paste 20 not having water retainability, when the excrement-treating material 10 is brought into contact with the liquid such as urine, the remoistening paste 20 is softened by water and adhesive property of the excrement-treating material is developed. The excrement-treating material 10 in which the remoistening paste 20 develops the adhesive property forms a lump in conjugation with other excrement-treating material 10.
