PROBLEM TO BE SOLVED: To prepare a toner for providing a high image quality excellent in dot reproducibility and to allow stable manufacturing thereof, by using a powder evaluation device of high flowability precision free from dispersion of a data by a measuring person, and to provide a developing method, a developing device, a process cartridge and an image forming device using the toner. SOLUTION: This powder evaluation device for measuring torque or a load generated when a conical rotor moves in a powder phase, by making the conical rotor intrude into the powder phase while rotated, is provided with a regulation means for regulating an amount of the powder phase. The toner for electrostatic charge development is manufactured to make a torque value of the rotating toner within 0.1-8.3 mNm when the conical rotor is made to intrude by 20 mm after a mixing process for mixing an additive, using the powder evaluation device, and the toner is used.
