<P>PROBLEM TO BE SOLVED: To lower an internal power loss in a power supply means, that is, a fuel cell stack and at least one power storing means, and reduce heat generation. <P>SOLUTION: A system control device 1 estimates the following based on status signals inputted from a stack control unit 6 and a battery control unit 8, a variation per hour coefficient indicating the degree of variation per hour in the fuel cell stack 5 and a variation per hour coefficient indicating the degree of variation per hour in a battery 7. Based on these estimated variations per hour coefficients, the system control device 1 determines the distribution of power supplied from the fuel cell stack 5 and the battery 7 to a motor inverter 2 as a power load.
