<P>PROBLEM TO BE SOLVED: To ensure the more stabilized output of a toner concentration sensor which measures the concentration of toner in a developing device structured such that excessive two-component developer is pushed and discharged from a discharge opening. <P>SOLUTION: The toner concentration detecting device includes: an auger 56Y which stirs the developer DY containing carrier and toner within a stir conveyance space of an approximately cylindrical shape while conveying the developer DY towards the discharge opening 57Y defining one end of the stir conveyance space 54Y in a normal direction; and a regulating member 58Y with an upper end which is disposed near to and before the discharge opening 57Y in the direction of the conveyance of the developer DY by the auger 56Y. The auger 56Y is structured such that excessive developer DY is pushed beyond the upper end of the regulating member 58Y and discharged from the discharge opening 57Y. Further, the toner concentration detecting device is disposed near and in the direction of a predetermined part where the amount of developer DY becomes the largest in the stir conveyance space.
