<P>PROBLEM TO BE SOLVED: To provide a brake controller which executes brake control for stopping a vehicle in accordance with the will of a driver. <P>SOLUTION: The brake controller has a CPU 130, which maintains the rotation position of the rotating shaft 103 of an electric motor 102 when a vehicle speed sensor 131 detects the zero rotating speed of wheels and an encoder 133 detects less variation of the operation of a brake pedal 5 than a prescribed quantity while a braking force is acting on wheels. As a result, the braking force of the wheels is maintained even if a driver weakens a stepping force acting on a brake pedal 5 unconsciously, so that a vehicle behavior that is not desired by the driver is prevented.
