PROBLEM TO BE SOLVED: To provide a polyolefin-based resin composition for producing a film free from whitening upon application of a defogging agent and with its physical properties well maintained, and to provide a packaging film and a stretch-packaging film made of the resin composition. SOLUTION: The polyolefin-based resin composition comprises (A) an oligomeric resin hydride, (B) a defogging agent, and (C) a polyolefin resin, wherein (A) the oligomeric resin hydride satisfies four conditions (1)-(4). The four conditions include (1) a number-average molecular weight (Mn) of 500-900, (2) a weight-average molecular weight (Mw) of 800-1,300, (3) a degree of dispersion in molecular weight distribution (weight-average molecular weight/number average molecular weight) of 1.10-1.60, and (4) a softening point of 110-150°C.
