PROBLEM TO BE SOLVED: To accurately determine the time of completion of carbonization and to carry out an economic carbonization treatment. SOLUTION: A condensation tank 40 communicating with a carbonization chamber 14 is installed and the temperature of the vapor-phase part of the condensation tank 40 is detected with a condensation tank temperature sensor 45. When the temperature is≤95°C, the carbonization is determined to be completed. When the carbonization is completed, gases emitted from combustible organic materials are eliminated and water of condensation in the condensation tank 40 is not heated. Thereby, the temperature of the vapor-phase part of the condensation tank is reduced. As a result, the completion of the carbonization can accurately be determined by detecting the lowering in the temperature of the vapor-phase part of the condensation tank.
