PROBLEM TO BE SOLVED: To provide a building reinforcing member which is applicable to a building outer wall structure constructed by arranging a heat insulating panel on the outside of a column of a building, and arranging an outer wall material such as mortar on the outside of the heat insulating panel, wherein the reinforcing member prevents the heat insulating panel and the outer wall material from easily slipping downward; and to provide a building outer wall structure using the reinforcing member. SOLUTION: The building outer wall structure is constructed by fixing the heat insulating panel 21 to the outside of the column 11 by using a screw 110 which penetrates the heat insulating panel 21 and has its tip-side portion ahead of the panel fixed into the column 11 as a shaft portion 111, and the reinforcing member 120. The shaft portion 111 of the screw 110 penetrates the heat insulating panel 21, and the tip-side portion ahead of the panel is fixed into the column 11. Then a main body 121 of the reinforcing member 120 encloses the shaft portion 111 of the screw 110, and it is fixed to the interior of the heat insulating panel 21 while being pressed to the column 11, whereby a holding portion 123 of the reinforcing member 120 extends upward and downward along the outside of the column 11 in a manner being bent with respect to the main body 121.
