A layer 2 mobile network, i.e. an IP subnetwork, comprising a plurality of independent layer 2 switching elements (31), and a ring-like core network (32) interconnecting the plurality of independent layer 2 switching elements (31), wherein positional management in the switching segments can be carried out independently of that between the switching segments, and mobile control signaling can be controlled to be closed in the destination switching segment. A large scale IP network can thereby be realized.
