PROBLEM TO BE SOLVED: To provide a switching circuit for insulating a capacitor and a unit cell during switching-off even when using an electric field effect transistor as a switch connecting the capacitor and the unit cell, and to provide a voltage measuring circuit. SOLUTION: The capacitors C1-Cn are provided in one to one with the unit cells V1-Vn. FETQ11 to Q1(n+1) is provided for connecting both ends of the unit cells V1-Vn to the corresponding capacitors C1-Cn. Furthermore, a forward direction of a parasite diode generated between a source and a drain is connected so that it directs from the capacitors C1-Cn to the unit cells V1-Vn.
