PROBLEM TO BE SOLVED: To reduce the force required for driving a pressing plate for firmly pressing and fixing paper sheets arranged side by side along a cutting blade. SOLUTION: The pressing plate 1 is divided into an abutting part 1a abutted on a paper sheet and a load application part 1b for applying load, and both parts are connected to each other through a spring for energizing both parts to approach each other. The load application part 1b is connected to a fly wheel 6 rotated by a motor 4, a screw shaft (a nut) 7 connected to the fly wheel 6 with play, and a feed screw 8 of a driving mechanism formed by the feed screw 8 engaged with the screw shaft 7, and the abutting part 1b is connected to an operation lever 1, whereby only the abutting part 1b can be operated by the operation of the operating lever 10, and after rotation of the fly wheel 6, the rotation is transmitted to the screw shaft 7.
