Illuminance at a desired position is brought closer to a target illuminance by sequentially performing a procedure for making a decision whether a relation between the illuminance at the desired position and the target illuminance satisfies specified conditions or not, and increasing/decreasing the luminous intensity of each of a plurality of illuminators based on the decision results. Illuminance at the desired position is brought closer to the target illuminance by varying the luminous intensity of the illuminator randomly, comparing the illuminance at the desired position with the target illuminance, and making the variation width narrower based on the comparison results. It is applicable to control of other controlled variables. A control terminal can also be provided.
