PROBLEM TO BE SOLVED: To provide a measuring instrument of dryness of steam having an electricity generating function in addition to a dryness measuring function. SOLUTION: A steam turbine dynamo 7, a flow rate control valve 3 and a mass flowmeter 4 are arranged to steam piping 1 and wattmeter 8 for detecting the generated quantity of electricity of the steam turbine dynamo 7 is provided while sensors 9, 10 and 11 for detecting the pressure of steam on a primary side of the steam turbine dynamo 7 and the pressure and temperature of steam on the secondary side thereof are provided. A control arithmetic part 12 for controlling the opening degree of the flow rate control valve 3 so that the steam on the secondary side becomes overheated steam on the basis of the pressure and temperature of the steam on the secondary side detected by the sensors 10 and 11 and calculating the dryness of the steam on the primary side on the basis of the detection values detected by the mass flowmeter 4, the wattmeter 8 and the respective sensors 9 and 10 in a state that the steam on the secondary side becomes overheated steam is provided.
