PROBLEM TO BE SOLVED: To prevent the upward movement and prizing of a seat plate. SOLUTION: The seat plate 4 at the lower end of a shutter curtain 2 of a shutter device for opening/closing a building opening is provided with a hook lock device 6, and when the opening is totally closed, a turning locking piece 61 of the hook lock device 6 is locked to a locked part provided at a floor face. In one form, the locked part is formed on the upper face of a lower frame 5 provided at the floor face, and the lower frame 5 is covered with the seat plate 4 when the opening is totally closed. In the other form, the turning locking piece 61 of the hook lock device 6 is locked to the locked part provided at the floor face when the opening is totally closed, and the floor face is formed with a recessed part into which the seat plate 4 is received when the opening is totally closed.
