PROBLEM TO BE SOLVED: To detect color tone fluctuation comparatively surely in an image area of an inspection object (printed matter).

SOLUTION: An inspection object region including an image area region and a non-image area region is imaged by a camera 10. Reference image data 11 and inspection image data 12 are acquired by the camera 10. Color tone threshold images corresponding to color tones in each pixel are produced based on the reference image data 11 (code 13). Color distances in each pixel are calculated from the reference image data and the inspection image data, and the color distances in each pixel and the color tone thresholds in each pixel are compared (code 16).
