PROBLEM TO BE SOLVED: To reduce slack of a jumper wire for connecting between a plurality of windings for forming a coil from being reduced and to prevent a shape of the winding from being collapsed. SOLUTION: A winding manufacturing apparatus drops a first winding part 100a from a spool 12 to a transfer tool 28 having a plurality of poles 26, and draws a lead wire 21 between the first winding part 100a and a nozzle to a position Pa by a lead puller 22. The transfer tool 28 is rotated counterclockwisely, and the rotary outer peripheral end 101 of the first winding part 100a is passed to a mutual interference region 106 so that the lead puller 22 is delayed afterwards and passed through the rotary outer peripheral end 101 of the first winding part 100a, and moved to a position Pb near a disk 30.
