PROBLEM TO BE SOLVED: To attain conductivity and black color of the bus electrode or the like at low cost. SOLUTION: The plasma display panel comprises a front substrate, a rear substrate arranged at certain intervals from the front substrate, a plurality of sustaining/scanning electrodes arranged in parallel on the front substrate, a plurality of data electrodes arranged in a direction crossing the sustaining electrode on the rear substrate, and a plurality of barrier ribs which are arranged between the front substrate and the rear substrate at certain intervals and demarcate discharge cells. Each of the plurality of sustaining/scanning electrodes is composed of a transparent electrode and a bus electrode arranged on the transparent electrode, and the bus electrode has a two-layer structure of a black foundation layer and a white conductive layer arranged in this order from the side contacting the transparent electrode. A patterning is conducted by exposing and developing by applying the white conductive layer, which is coated after a positive type photosensitive paste of the black foundation layer is coated and dried, as a patterning mask.
