PROBLEM TO BE SOLVED: To provide a manufacturing method of a magnetic paint, wherein degradation of surface properties caused by a solvent composition in the paint and the problem of the error rate associated with generation of streaks, when the magnetic paint for forming a magnetic layer is manufactured can be solved, and to provide a manufacturing method of a magnetic recording medium. SOLUTION: When the magnetic paint is manufactured by dispersing a mixed liquid containing a binder, a solvent and magnetic powder in at least two dispersion steps of a pre-dispersion step and a finishing dispersion step, cyclohexanone is used as the solvent and the composition of the solvent is adjusted so that the cyclohexanone content in the solvent is 20 to 45wt.% in the pre-dispersion step and >50wt.% in the finishing dispersion step.
