PROBLEM TO BE SOLVED: To provide a charging member which suppress the variance of an electric resistance value or the like to prevent charging defects and is superior in environmental stability, strength, and durability. SOLUTION: A charging roll 12 has a resistance adjustment layer 27 formed on a center shaft 26 and a protection layer 28 protecting the surface of the resistance adjustment layer 27. and the resistance adjustment layer 27 is made of a resin composition including an ion-conductive polymer material, a thermoplastic resin composition, and a graft copolymer having an affinity for both the ion-conductive polymer material and the thermoplastic resin composition and has a sea-island structure of having the ion-conductive polymer material as the sea and the thermoplastic resin composition as islands.
