摘要 <P>PROBLEM TO BE SOLVED: To simplify the manufacture of a conductive roller and to improve the uniformity and stability of conductivity. <P>SOLUTION: The conductive roller is manufactured through an adhesive layer forming step of forming an adhesive layer 21 by applying an adhesive on the peripheral surface of a conductive shaft 11, an electrostatic flocking step of forming a layer 31 of fibers by flocking fibers by electrostatic force on the adhesive layer 21 on the peripheral surface of the shaft, and a plastic tube attaching step of attaching a plastic tube 41 to the periphery of the layer 31 of the fibers. The fibers are preferably mixed with conductive fibers.
