PROBLEM TO BE SOLVED: To provide an optical disk recording and reproducing device and a recording method by which animation data recorded in a recording state of high quality after recording at least one time can be enjoyed saving the use capacity of a medium by using one optical disk recording device and one recording medium. SOLUTION: In first order compression animation data Fc which is compressed with arbitrary compressibility and recorded in a recording medium Md, high compression animation data Hc of which the compressibility is higher than the first compression animation data Fc is made, the high compression animation data Hc is stored successively in a memory 4 from a part in which encoding is finished, while it is taken out from the memory 4 and recorded in an empty region of the recording medium Md, or recorded over the first compression animation data Fc.
