PROBLEM TO BE SOLVED: To provide an image forming apparatus and a process cartridge, which stably supplies a high-quality image without image defects, in which the flaws on the surface layer of a photoreceptor or the fused adhesion of toner is few, and in which a prescribed image forming process functions effectively, even under repeated use under whatever environment. SOLUTION: The image forming apparatus is characterized in that a storage modulus of elasticity E'[Pa] is 3.5×109≤E'≤6.0×109, when the dynamic viscoelasticity measurement of the outermost surface layer of the electrophotographic photoreceptor is performed under the conditions of the frequency being 1[Hz] and the temperature being 25 [°C], and that the outermost surface layer contains antioxidant.
