PROBLEM TO BE SOLVED: To provide a device enabling not only rebounding soil with a guide member but also slidably contacting the upper surface of a surrounding wall of a seedling box while regulating the up-and-down motion of the seedling box. SOLUTION: This device is such that a frame 26 is set on a machine casing 2 supporting a transporting means 14 transporting the seedling box 7, a hopper 27 and a soil transporting conveyor 28 supplying soil from the hopper 27 to the seedling box 7 are arranged on the frame 26, and a guide member 29 rebounding soil dropped from the soil transporting conveyor 28 to put into the seedling box 7 is set on the frame 26. The guide member 29 is set on the frame 26 when supplying soil covering in a freely attitude-changing manner from bed soil rebounding attitude (A) to box guide attitude B of slidably contacting the upper surface of the surrounding wall of the seedling box 7 while regulating the up-and-down motion of the seedling box 7.
