PROBLEM TO BE SOLVED: To provide a system for realizing a virtual community on a communication network for performing display corresponding to the transition of access conditions for each section of an information group. SOLUTION: An access index acquiring part 26 acquires an access index from access frequency and the attributes of the subject of each access, the classification of access or the level of access or the like. A transition index acquiring part 28 acquires the transition index of access conditions on the basis of the history of the access index.
