PROBLEM TO BE SOLVED: To provide a safe and versatile biometrics system, a program, and an information storage medium. SOLUTION: The biometrics system is comprised of a communication part 110 for receiving user identification information and biometrics information from a terminal device having a communication function and for transmitting an access key to the terminal device, a storage part 130 for storing data for biometrics 132, a determination part 120 for identifying the user based on the user identification information and for performing the biometrics of the user based on biometrics information and the data for biometrics 132, and an access key generating part for generating the access key for authentication in a user authentication device connected to a network if the biometrics succeeds.
