PROBLEM TO BE SOLVED: To achieve identification of a position of a railway user with high accuracy by a simple method. SOLUTION: A mobile phone 300 possessed (carried) by the railway user inquires of a train operation management system 200 to acquire a train on a line at a present position when a communicatable base station 120 changes. Then the mobile phone 300 estimates a train in common to the acquired train on the line and a train estimated as a boarding train just before for a boarding train at a present point of time. Repeating the estimation every time the communicatable base station 120 changes allows the mobile phone 300 to confirm (that is, identify) a final train for an boarding train of the user.
