PROBLEM TO BE SOLVED: To solve the problem that optical carriers are generated in a semiconductor layer by radiated noise from outside and picture quality is deteriorated in a photoelectric converter. SOLUTION: The photoelectric converter has the first semiconductor region of a first conduction type which is positioned in a picture element region 51, a second semiconductor region 52 of a second conduction type which is arranged in the first semiconductor region and can accumulate optical formation carriers, and a conductor 56 which is arranged on the second semiconductor region through an insulator and kept at predetermined potential.
