PROBLEM TO BE SOLVED: To provide a thin short circuit protection fuse especially for a sheet-shaped heater for a floor heating system, not cut-off nor broken even if stepped on, protected from flying spark and fire when a fusion part is fused, and to provide a floor heating system using the fuse. SOLUTION: The fuse for short circuit protection is constituted of a thin plate type fuse main body as a whole having terminal parts set at both ends and a narrow-width fusion part fitted between them, and a heat-resistant film covering the fusion part, and the fuse is mounted between a flat wire supplying power to a sheet heater constituting a plane heating element of the indoor floor heating system and a copper wire set inside the sheet heater connected with the flat wire.
