PROBLEM TO BE SOLVED: To provide a coating film forming device which can effectively manufacture lamination-type electronic components with high reliability, and a coating film forming method. SOLUTION: In this coating film forming device, a storage tank 11 in which a ready-mixed slurry is loaded and a sheet forming device 15 are connected by piping 16. The slurry is supplied to the sheet forming device 15 and a distributor 30 for distributing a flocculate in the slurry is installed right before the sheet forming device 15.
