PROBLEM TO BE SOLVED: To precisely carried out failure diagnosis for differential amplifying sections, each of which is disposed so as to correspond to every unit battery and used for detecting a cell voltage value. SOLUTION: A circuitry where eight capacity limiting circuits 21-28 are connected serially is applied with voltage VS1 of an assembled battery set, in such a state that the highest-order switch circuit 11 for detecting the cell voltage value is turned on, and all switch circuits for discharging Q are turned on. A means 44 for establishing high-order side diagnostic voltage carries out an operation in which voltage difference between the voltage VS1 of the assembled battery set and voltage VS2 of its intermediate point is divided by four, in order to obtain voltage VdH for diagnosing the high-order side. A means 45 for establishing low-order side diagnostic voltage carries out an operation in which the voltage VS2 of the intermediate point is divided by four, in order to obtain voltage VdL for diagnosing the low-order side. A means 46 for judging failure of high-order side differential amplifying sections compares respective output voltage values VD1-VD4 of the high-order side differential amplifying sections 31-34 with the voltage VdH for diagnosing the high-order side, thereby carrying out the failure diagnosis. A means 47 for judging failure of low-order side differential amplifying sections compares respective output voltage values VD5-VD8 of the low-order side differential amplifying sections 35-38 with the voltage VdL for diagnosing the low-order side, thereby carrying out the failure diagnosis.
