PROBLEM TO BE SOLVED: To suppress bleeding at an outline part in printing using an improvement ink for improving a printed matter quality. SOLUTION: The printing control device is configured to generate printing data to be supplied to a printing part capable of forming dots by discharging a colored ink and the improvement ink for improving the printed matter quality onto a recording medium. The printing control device is equipped with an outline region extracting part for extracting an outline region of an image to be expressed by given image data; and a dot data generating part for generating colored dot data which show a formation state at each pixel of colored dots to be formed by the colored ink according to the image data, and transparent dot data which show a formation state at each pixel of transparent dots to be formed by the improvement ink.
