PROBLEM TO BE SOLVED: To provide a surface treated steel which can be used in an environment of high chloride concentration without using heavy metal and which has a protective oxide layer consisting of a dense rust layer formed on the surface of the steel in an early stage without impairing the appearance, and to provide a surface treating agent therefor. SOLUTION: The steel has a coating of a surface treating agent with 5 to 50μm film thickness on its surface, the agent containing Si-containing iron powder by 15 to 75% of the solid content by mass ratio, so as to form a dense rust (Fe<SB>2</SB>SiO<SB>4</SB>) layer containing Si by the reaction of eluted Fe ions and Si ions.
