PROBLEM TO BE SOLVED: To obtain a dispersing agent capable of economically stably dispersing a particulate in a water system with no fear in the environmental sanitary aspect and a safety aspect without being adversely influenced by an ionic substance even if the ionic substance is present in the system. SOLUTION: This water system dispersing agent for the particulate comprises a specific condensation heterocyclic non-ionic surfactant having a quinoline ring or an isoquinoline ring and a polyoxyalkylene group in the molecule; and a specific aliphatic non-ionic surfactant having a polyoxyalkylene group in the molecule.
